RIGHT TO INFORMATION 

The Right to Information under the provisions of the RTI Act is available to the citizens of India only. RTI Act is an important legislation designed to promote transparency and accountability in the functioning of public authorities.

The RTI Act also provides for appeals by aggrieved persons to the Central Information Commission of the Government of India.

eIPO
The service of "eIPO" (Electronic Postal Order) is a facility to purchase an Indian Postal order electronically paying a fee on-line through e-Post Office Portal i.e. http://www.epostoffice.gov.in and www.indiapost.gov.in to access the information under the RTI Act.This facility can be availed by NRIs as well as Indian citizens residing in India.

Information under Section 4 (1) (b)
Applications seeking information under the Act may be sent to the Public Information Officer (PIO) along with the prescribed fee of Tk 15 favouring the Assistant High Commission of India, Khulna.  Fees can be paid by local cheque or cash submitted. 

It may be noted that information provided under the Act is available to citizens of India only.  Applications should be submitted along with documentary proof of Indian Citizenship (like copy of personal particulars pages of passport.) As per section 6(1) (a) of the RTI Act, 2005, a person who desires to obtain information under the Act is required to submit the application to the Public Information Officer of the “concerned public authority”. Applicants are, therefore, advised to send their requests under the RTI Act to PIO in the Assistant High Commission only when the subject matter can reasonably be presumed to pertain to the Assistant High Commission.   It is expected that most information of interest would be available in Post’s website,  MEA website and the website of High Commission of India, Dhaka.
Information about the Assistant High Commission, Required Under Section 4(1) (b)


(i)

the particulars of its organization, functions and duties;

Assistant High Commission of India, Khulna is headed by Assistant High Commissioner and has the following 2 Wings for its usual functions:

  1. Political, Cultural, Commercial & Administration Wing
  2. Consular, Visa & Education Wing. 

Its geographical jurisdiction is restricted to Khulna Division of Bangladesh.  Assistant High Commission functions under general supervision of High Commission of India, Dhaka.  As representative office of Government of India the Post is to fulfill any task assigned by the higher authorities.

(ii)

the powers and duties of its officers and employees;

Financial powers of the Officers of the Assistant High Commission of India have been detailed in the Delegated Financial powers of the Government of India's Representatives Abroad. Other powers are derived from the Passport Act of India and other rules and regulations as may be relevant in a situation.
The Officers of the Assistant High Commission function under the guidance and supervision of the Assistant High Commissioner.

(iii)

the procedure followed in the decision making process, including channels of supervision and accountability;

Decisions are taken under the instruction and general supervision of the Assistant High Commissioner.

(iv)

the norms set by it for the discharge of its functions;

Norms are set under the instruction and supervision of the Assistant High Commissioner.  Quick and efficient discharge of Consular services is our focus.

(v)

the rules, regulations, instructions, manuals and records, held by it or under its control or used by its employees for discharging its functions;

IFS PLCA rules and annexure;  Delegated Financial Powers of Government of India's Representatives abroad Rules;  Passport Act; Manuals on Office Procedures;  Visa manual;  Other Central Government Rules and manuals published by Central Government.

(vi)

a statement of the categories of documents that are held by it or under its control;

“Documents/files of administration, cultural work etc and office manuals; Passport and consular services application forms etc.”

(vii)

the particulars of any arrangement that exists for consultation with, or representation by, the members of the public in relation to the formulation of its policy or implementation thereof;

Assistant High Commission of India functions within the scope of policies and decisions by the Ministry of External Affairs and under the supervision of High Commission of India, Dhaka.  
Assistant High Commission interacts regularly with representatives of think tanks, academic community and others including expatriate Indians.

(viii)

a statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public;

A three-member committee consisting a Attache and 2 Assistant Attache examines and recommends to Assistant High Commissioner all expenditure towards Indian citizens in distress from the body of funds called ICWF.  

(ix)

a directory of its officers and employees;

(x)

the manner of execution of subsidy programmes, including the amounts allocated and the details of beneficiaries of such programmes;

Assistant High Commission of India does not have any subsidy programme.

(xi)

particulars of recipients of concessions, permits or authorizations granted by it;

No concessions/permits are granted by Assistant High Commission of India.

(xii)

details in respect of the information, available to or held by it, reduced in an electronic form;
